Abstract

On one side is nearly the entire law enforcement community and more than 200 mayors. On the other side is the NRA and an existing provision in law that makes investigating criminals nearly impossible. This memo offers guidance for those who believe criminals belong in jail even if it means taking on the gun lobby.
