Abstract

Policy ideas and message guidance on expanding legal immigration of skilled workers.

Description

This memo underscores the importance of the H-1B program. It describes how proponents currently use messages of American shortages and weaknesses, rather than talking about the strength of the American economy.

We recommend in its place a message of H-1B reform. We offer ideas about how to reframe the debate and to change the program to make it meet the needs of the America in the 21st century.
